Bots are artificial entities used for practising or testing and they are designed to emulate human players.
First, go to the TF2 menu screen and where it says "Browse Servers", there should be a "+" button. Click that to create your own server. Then select the map in which you wish to play on.
NOTE: On some maps, it may be more difficult for the bots to emulate human players. Play on a CP, KOTH, PL or PLR map. Don't play on any Arena or MvM maps.
Open the Dev. Console and type "sv_cheats 1". It is set to zero by default. Next type in "nav_generate". This will create AI path for the bots to move throughout the map. The server will restart itself. When in the server, select a team and a class to play on.
