You can only be a Flipnote Citizen when you post one flipnote each day for thirty days. They don't have to be consecutive, but more than one flipnotes a day does not count extra.
IDK either. It's probably done when you view your flipnote on Flipnote Hatena (the Internet) but I'm not sure. You'll have to check. I just found out something. When you are a Flipnote citizen, you can create channels. Maybe when you are a citizen, you can add descriptions. To be a Flipnote Hatena citizen, you must have been posting for more than 30 days.

Nintendo has not announced anything about Flipnote Memo other than its existence. There is currently no word on when it will be available in any region.
I think that it can record for 1 minute but there are some tricks which can record sound for more than that!

yes because they have a more powerful range than traditional so you can stream shows from other countrys witch makes there have more channels and therefore there are more shows
Time Warner actually offers more channels than Verizon. however, different cable packages are ultimately what determine the number of channels a person recieves.
Check with your TV provider. Usually, Satellite TV has more international channels than Cable TV.
