First build your place in roblox studio. When it is finished click file and select upload to Roblox. Then select the place slot you wish to upload the game to and submit to upload your place.

The only items you can post as public domain on Roblox are models. To make a model public domain visit the model's page. Click edit and check make this model public domain.
