Maybe Because You Have Sticky Keys On, Press The Shift 5 Times.
The percentage key is above the number 5. Press "Shift + 5" to use it.
Press "Escape", or "Esc", and go to the little gear at the top, click it, and shift lock should be the very first thing, click once to make it say "On", press escape, and you should be able to press shift to enable it!
All you do is snap it back on! That should be it...unless you busted the corner or somethin'....other than that....just snap it on!

Do you mean the symbol '@' ? If so - it's located two keys to the right of the L key - you hold the SHIFT key down and press the apostrophe key.
Because to press a button to shift a button is like pressing shift to press hard.
