However:-

It is possible to prevent specific diseases (eg smallpox) by implementing a worldwide program of vaccination.

It is possible to build sewage systems that prevent contamination of drinking water.

It is possible to teach people about personal hygiene and a healthy life style.

It is possible to implement food hygiene laws.

All these help to prevent diseases and improve the health of a population.
