the 1999 model did not have standard keyless entry. so if it is an SE model than don't waste your time. there is no keyless entry to be programed. you will have to take it to an aftermarket shop to get one installed. (unless you have the time and are confident enough to do it your self)
if you are sure it does have keyless entry, then there is a procedure for setting your car in program mode. much like setting a phone up to find a bluetooth device. I believe it is to have the driver's door open and the passenger's closed. cycle the locks five times. If you order a new key ring off eBay or call your local dealer they can probably walk you through this procedure better than I can.
