The "th" is a voiced apicodental fricative, meaning the tip of the tongue touches the back of the teeth witout completely stopping the air flow, and the vocal cords are vibrating--like the voiced "th" of "this," not the voiceless "th" of "thing."

When the next word starts with a consonent, the vowel of "the" is a neutral sound, like a weak version of the "u" in "but." When the next word starts with a vowel (or a silent "h") the vowel is a long "e" as in "fee."
