Added; YOU, yourself, cannot press charges. All you can do is report the offense to the US Postal Inspection Service. If they find probable cause, they will present the case to the US Attorney's Office who will actually "press charges."

Tampering with mail is a federal offense, and a felony. Contact a lawyer immediately if you think somebody is opening your mail.

And just so you know, you can sue anybody at any time for anything. You just might not win. People have sued themselves, people have sued aliens, people have even sued God. They just don't win though.

If you are a legal adult (not a child) then you could contact the inspector general of the post office and lodge a complaint. They may choose to investigate it or not depending on your situation. If you're a child and your mom and dad are opening your mail then you're likely out of luck until you turn 18. Call the postmaster of your local post office to be sure this is the right answer. But that is where I would start.
