An "attempt" to do something, or an "intent" to do something, must be proven and/or shown to have actually, but unsuccessfully, occurred or attempted. If there has been nothing but verbal threats and ranting and raving, perhaps there are grounds for "harassment" or some type of other charge such as "threats to do bodily harm," or "threats made in a menacing manner" (if those types of offenses are even on the books in your jurisdiction).
