The second boss is in the fire temple. Make sure you have your Fairy Bow and the Iron Boots. When the boss comes to life, shoot him in the head with an arrow. Then grab one of the chains dragging behind him, equip your Iron Boots, and pull the chain towards you until he trips and falls. Then go hit him in the head a few times with your sword.
