You have to have all 9 purification chambers at perfect tempo then put Shadow Lugia in one of them. It will say that Shadow Lugia is different then it regains everything.
You get perfect tempos in all spaces of the purification chamber. Then put Lugia in one of them. It will show its heart gauge empty. Then go to the original purification chamber in the research lab. Look at Lugia and it will be purified.

∙ 12y agoYou have to get all of the chambers running at maximum Tempo... all 9. Then, if you put Shadow Lugia in one of them, he should purify right away.
Here are my sets. I managed to do this by trial and error. On another site someone said you could use all Hoppips' to do this, but I thought that might be too much work. It worked for me I hope it helps you. I did not put in the levels of the pokemon since tempo level is based on the interaction of the types of the pokemon. I do not know if this matters, but the pokemon name in bold. Is the pokemon that was connected to the shadow pokemon in the middle.

∙ 13y agoTake it to the LAB and bring it to the purification chamber. Then fill every slot with four normal (non-shadow) pokemon. Adjust them around until every slot's tempo is full. Then put Lugia in one of the slots and it should be automatically ready to be purified.

∙ 12y agoIn the purify chamber there are 9 sets where you can put 4 Pokemon you need to put 4 Pokemon in each set that also get max tempo to get max tempo each Pokemon needs to beat each other's type for example put a fire type then a grass type then a water type then a rock type now you have a "perfect circle". You need to get 8 more perfect circles then put shadow lugia in any set leave the chamber then go to lugia and press A to purify it.
