All that it would take at this point, to send colonists to Mars, would be a very large amount of money. If we could get a general agreement among the human race that it is very important to put a colony on Mars, so that we would spend our money on that rather than (for example) spending it on fighting pointless wars, colonizing Mars could be done in a few years.
