You have to specify the kind of application for me to correctly answer your question.
When you click "answer" to the question, the bar that shows up will have a little picture of a tree and if you put your cursor over it, it says "Insert/ edit image".. just click that, and pick the picture you would like to answer the question with :)
No, that is not possible. If an expert answers your question they can put in a link to a picture.

Not directly into the question itself - but you can use the 'discuss' function under the 'question tools' option to the right of the question page. In the discussion area - you can expand on your question, and include a link to pictures on the internet.
