You have to get the plans for the kite hanging in the gadget room. Then go to the Forest. Grab the sticks you find and go to the ski village. Go up and look to the left. You will find a piece of string. Drag the plans to the sticks to make a kite. Then attach the string. Then, put a tracking device on it then hang it on the ski hills pole. The one in the middle.
