You can't, sorry. :) any eggs that are still little and need to be incubated can just be deleted directly from your inventory. But you don't get any XP when you do it this way, so...

You won't be able to do anything until it incubated and then hatches. Correction: You will have to click the egg and then click hatch when it is done incubating and if you have reached your population limit, then you need to level up until you are allowed to have more petpets

You have to hatch them from eggs. When you click an egg, it will tell you the species and job of a P3 - just hatch one that says soldier. You can get eggs as a reward for leveling up, or by breeding - placing a nester in a nest.
If you are talking about builders on the game Habitarium on neopets.com you need to breed your P3's (petpetpets) in order to get one. To breed a P3, you need to buy a nest and place a Nester p3 on it. After awhile an egg will grow and when the bar fills up all the way you will be able to hatch it. There is no way to know what the egg will become, so keep doing this until you get a builder. You may have multiple nests and nesters making eggs at one time. Good luck!
