To get the Groudon Outfit in Pokemon Battle Revolution you first need to unlock the Level 50 All rule. To unlock the rule you need to beaten all of the Colosseums. After unlocking the Level 50 All rule beat the Magma Colosseum using the Level 50 All rule. Your reward for beating the Magma Colosseum with that rule should reward you with the Groudon Outfit.

Well have you beat The groudon Leader with lvl 50 all rules? If you have, only the young boy can wear it, and only him. Ex only Cool Boy can wear Lucario (I think) Anyhow if you still are unable to wear it you have got an issue.

To get special outfits like the pachirisu outfit for the little girl you need to beat a certain colloseum with lvl 50 rule thingy for the pachirisu outfit its the mainstreet colloseum and you can get other special outfits like the lucario outfit for the cool boy hope this helps.
