Water just suffocates fire, and that's the reason it goes out. Just get another substance that's not flammable, and put it on the fire. Sometimes, if the fire isn't too big, then you can smother it with a blanket. Even bombs can put out fire by exploding and making smoke, which takes away the fire's oxygen. Fire needs oxygen to still be there.

A fire needs three things - fuel, oxidizer (usually oxygen), and an ignition source. Water can be used for suppressing some fires by lowering the temperature (reducing the ignition source) as it absorbs the heat. The steam generated as it absorbs the heat can also have a secondary effect of reducing the oxygen concentration in the atmosphere near the fire, thus further suppressing the fire.

Note that fire extinguishers like foam and CO2 extinguishers put out fires by cutting off the oxygen supply as their primary effect - unlike water extinguishers.
