If your parent has put parental controls on your computer, they have done it for your safety. You don't get rid of them.
Each web browser should have parental controls. You would need to set the controls for each web browser.

To put parental controls on a computer, it usually requires a password, if you don't know it then your out of luck :P But if you do, then you go to the Control Panel and click Parental/Use controls and you will be able to figure it out from there. Different computers sometimes have a different way of getting to them.
You put in the code you entered when you locked it in the first place. We're assuming that you're the parent and that you put in the code and therefore know it. If that's not the case, then you don't unlock it, kid.
