To put frame over existing open image in Photoshop go to File > Place and navigate to ready made frame. Another way is to open image and frame as documents in Photoshop then to copy layer with frame to document with image. For the second method please see related links.

Picnik or Lunapic are great all round web based and FREE editing tools. Adobe Photoshop is expensive by they too have a free website version in Photoshop Express. If you need/want more features downloading GIMP is a great options. Still free, but you have to download the software. There are also free tools to add text blurbs, to make collages, to put your photo into other images. There are a number of tools that allow you to put the image of a face into other photos for some fun creations.

I am not for sure about the best way but I know that you can use Adobe Photoshop. It takes a lot of familiarity to efficiently use photoshop so if you do not know how to, you might try finding someone who does. Or you might go to some place like Kinkos or a local print shop and they might be able to do it for you if you are not comfortable with doing it yourself.
