The rocks are not exactly under the palm tree once you have a fire going go to the bridge coming down from the science area when you get to the bottom of the bridge look to the left literally there is a pile of black rocks there drag one of your villagers on the rocks and they will pick it up and put it in the fire you will then have to wait until the stone is orange. hope that this helped

All you have to do is get someone with 3 stars for both building and 3 stars for cultivating. Then, you drag them and put them on the pile of rocks.
