In theory yes you can but logically if you were on facebook and saw someone in a relationship, would you really send a request?? I don't think so. Yes facebook would allow it however to do it would be rather stupid.

No you can only make it say "In a relationship" without consent of the other party.
If they send it , it should come under like a friend request but it will say relationship. :)
