If the picture is on a camera or other picture taking device, hook it up to your computer with a cable. Cables where the bigger part goes in the computer and the smaller part goes into the device can pretty much go into any device exept for apple(they have there own special cable) and i don't know if you can plug your Nintendo device into the computer but i wouldn't take the risk. When you want to put in the picture, click upload, then browse then go to "computer" and click on the device you plugged in. Then click the picture you want to put in and click upload.
If you want get a picture off the internet then go to the picture you want and right click it. Then click save picture as... and save it. When you want to put in the picture, click upload then browse then click on the picture you saved and click upload. Make sure the picture is a jpeg or else itwon't show up.
