First, make sure that there is enough space left on your iPod Touch (iTouch). You can go to settings, and then to general, and then to about to see how much space you have left on your iPod Touch. Then, make sure you are using iTunes when transferring the songs via the data cable/charging cable.
If it's from your CD then yes, you've already bought the music. All you need to do is put in and let itunes add the songs to your music library. In the iTunes Preferences you can tell iTunes what to do when you put a CD into the computer (ie Play it or import it) and set the Import Settings to how you want the music imported into your iTunes library.
If you have music on cd's, put that into your computer, and drag the songs into your library. If you have an mp3 player, plug that in, and again, drag the songs into the library! Simple as that!
