First you have to make sure your iPod touch (im assuming) is on iOS 5. Then when you go into your photos app and there should be a button that says Add or Edit. Click on that and it will give you the option to make a new album.

A summary about a iPod will appear and under the tab "Photos", check "Sync photos from:" and select the folder you have put your photos into.
