It depends on what subject and in which country you want to teach. If you want to teach English, you just need a university degree in any field. In some countries, you don't even need that--just be a native English speaker.
If you want to be a proper high school teacher, you'll be working at an International School. These are schools for children of corporate expats. To work at these schools, you need the same qualifications as you would need in America.

High Schools rarely offer course in electronics repair. However there are many technical and technological high schools which offer courses which teach you about electronics.
