Go fight Crawmerax the Invincible, he and his minions scale to the player's level and will be 61 and higher. Also, defeating him will cause a global level increase for enemies in all areas.

If you are on play through 2.5 (complete the main storyline on play through 2) they should be over level 51 or just a little under but there are only level 61's in the secret armory expansion sadly if you are on 2.5 and have completed the armory.
