I suggest telling him how fast he is growing and as parent explain him that all arround the world the laws forbidding minors obtaining alcohol, tobacco & drugs have a background of phisicians, judges, and other professionals years of work with the only reward of bringing up helthy and happy youngsters so that they can develope into mature welldoing human beings, shift the conversation so that he understands that at age 18 they will be able to select with better aknowledgement, the couple or partner into wich both can select their way to develop saftly sex.

Masturbation will not be harmful, the child or youngster is only experienceing some physical pleasure and descharging extra energy because of his hormones changes. You can explain him that mental control can be obtained through sports, studying or reading good books through which he will be able to select the best girls for life, they normally come with intellect development and are intresting people to be with them for life. Also tell them what can happen if his selection is promiscous, he can get easily deseases that can destroy not only his life but all his future family, talk straight of deseases like sifilis, gonoreas, AIDS and also about premature pregnancies that will alter his future weaqther he becomes an absent parent or not. The worst thing that can happen to a man is that his worst enemy for life is his own son. I would not worry on masturbation at all.
