I really believe you would need to know the Japanese language.
If it's written in Japanese and you know how to read Japanese then you just read it while pronouncing place names as they are. If you don't know how to read it you just ask for a 'Roumaji' (Pronunciation of the Japanese words written in English - Like 'watashi' which means 'I' in Japanese) or you ask someone who can read Japanese to help you.

Since I do not know what safety inspection this person is referring to, one would have to first determine the parameters of said safety inspection. If the safety inspection involved the DMV, I would look up information on that website regarding vehicle safety for autos in my state. After I know what the parameters are, I would carefully read the information on whichever DIY windshield kit I before I purchase it.

It depends on your Japanese language study and/or on whether you are of Japanese nationality by birth.
Although Japanese people read books from right to left, they do not read books from the bottom to top.
As per UGC Inspection Report that appears in the UGC website, it is clearly stated in page 14 recommendation no 3 that MLCU is not yet ready to receive recognition from UGC. Furthermore in the letter dated 26 August 2011 UGC clearly stated NO to the question raised on MLCU recognition by the UGC.
