I think I know what you mean, I play Pokemon Crystal, and the two versions have a similarity. When you enter the Burnt Tower, go to the left, go up, to the right, and you will find yourself in the middle of the tower. Weave your way through until you see your rival. When you go closer to him, he will ask you for a match. This was the hardest for me, because I had a Chickorita, and he had a Quilava. Once you win, you will fall through the floor. Step forward all the way until you see the three Cats. There, Raikou, Entei, and Suicune will flee. Gee, I could go on forever! Just a few more tips.(!) Once you reach Cianwood, go north and there will be jump- able ledges. There, Suicune will sit. Go closer, and she will flee. Eusine will see you and ask you for a match. (HE IS TOUGH!) When you win, he will vanish. Later in the game you will face team rocket at the radio tower. Win, and you will receive a Clear bell which can be used to enter the Tin Tower. You will face three opponents after going down the stairwells. Beat them, and go on. When you are outside of the Tower, SAVE THE GAME. Go in, and you will see Suicune, Entei and Raikou. Entei and Raikou will flee, but you can challenge Suicune. If you accidently defeat her, you turn your gameboy off, them back on. Now it goes over from the front of the tower. Your on your own now. Oh! And yes, Suicune CAN be caught with Great balls, Ultra balls, Fast balls, and Pokeballs. Which is weird.
