How do you rebattle blue in Pokemon Crystal?

if you see a pokeball glowing next to the trainer names on your match call in your pokenav, that means they're ready to fight again. note that they train their Pokemon to be stronger so that they can have another chance of victory.

you have to beat the Pokemon league then go to the weather institute {where you got castform or next to fortree city} and talk to the scientist upstairs to the left and talk to the scientist,once u do that..he will usually say near mossdeep or dewford...kyogre wil be underwater so make sure yo have a Pokemon with you that knows dive.kyogre is also in a cave but underwater.it might be hard catching them.good luck!
