To have a baby between your Sims, they must have a high daily and lifetime relationship that is build by using social interactions such as chat, playing, entertaining one another, and many more. You must also get them to have crushes on each other or be in love with one another by flirting, hugging, going on dates, and kissing.
Once that is complete, you get them achieve a "Woohoo" as it is called in the game. To do this, have them both either relax in bed, get in a photobooth if you have the Nightlife expansion pack, or get into a hot tub together. From there, you use the cuddle interaction followed by the Woohoo interaction, or just straight out Try for Baby interaction. If successful, you will hear a chime and soon see your female Sim running to the toilet to barf with a though bubble over her head that looks like a pacifier and a question mark. Then she will show a pregnant belly gradually and after about 3 Sim Days, she will have the baby.
This interaction is only available on Young Adult sims (with University expansion pack installed), Adult Sims, or Senior Sims. You cannot make children or teens woohoo.
