sign up for an account - it's free- just follow the instructions, then on your page, it should say something like, do you want some free simpoints and you click on it and there you go

Erherm nope not really, you just have to buy the game. If you wanted to spend money you could go on the sims 3 official site, put simpoints on there then buy stuff like house improvements but mod the sims can do that just as well. Hope I helped :}
