Well, I am one, and I usually say I am completing a PhD in [name of subject] at [name of University]. There is no fancy name that I know of for someone who is enrolled in a Doctoral program-- people in my department refer to us as Graduate Students or as Doctoral candidates, so I guess you could refer to yourself that way. (Once we have taken our Comprehensive Exams, I assume they'll call us something else.)
