The best way is to do it by province. There are 4 provinces: Connacht, Munster, Ulster and Leinster.

There are just 5 counties in Connacht:

Galway

Mayo

Roscommon

Leitrim

Sligo

Munster has 6:

Cork

Kerry

Waterford

Clare

Tipperary

Limerick

Ulster has 9. The way to do them is to think of the initials of the 6 counties of Northern Ireland as FAT DAD:

Fermanagh

Antrim

Tyrone

Down

Armagh

Derry

That leaves the 3 remaining counties in Ulster:

Donegal

Cavan

Monaghan.

Leinster has 12. Again using initials helps. There are 3 starting with W:

Wicklow

Westmeath

Wexford

3 start with L:

Louth

Laois

Longford

You have the county that the capital city is in, which is easy to know, and two of its neighbouring counties:

Dublin

Meath

Kildare

Then finally think of OCK:

Offaly

Carlow

Kilkenny.

There are other ways of remembering them, but that is a good way.

There is not a particular technique that is handy to do so. One idea would be to know the ones that are the same as the name of the county and then concentrate on techniques for learning the other ones.

There are 3 starting with W: Wexford, Wicklow and Westmeath.

There are 3 starting with L: Laois, Louth and Longford.

There is Dublin and its two other neighbours, after Wicklow: Meath and Kildare.

Kilkenny also begins with K and that leaves Offaly and Carlow.
