One reason a 2006 CRV with stapled carpet would have Velcro under the driver seat is so the bolts holding the seat in place can be removed. The Velcro allows you to pull back the carpet without ripping out the staples.
You can either remove your carpet and add a new one, or wash the carpet
First you need to remove the passenger seat. Then look for the cut out in the carpet that will let you have access to bolts to remove the access panel to the plugs. It sounds worse than it really, is the carpet that you have to pull back has sections of velcro to keep it together so look for that before removing any interior panels. If your doing a tune-up this will be easy as compared to the cap and rotor replacement.

There are many uses for velcro patches. Some people prefer using velcro patches because it is easier to remove name tags when it comes to cleaning clothes such as uniform in the military.
