One reason a 2006 CRV with stapled carpet would have Velcro under the driver seat is so the bolts holding the seat in place can be removed. The Velcro allows you to pull back the carpet without ripping out the staples.
Well the fuse box is not really under the seat it is under the carpet where your heals/caves would be if you sit in the rear seat. You have to pull the carpet back, there is Velcro at the top and you have to pull all the way across the back seat. Watch out for the staples on the back of the carpet!!!
It is under the driver seat. its held on with 2 10mm bolt heads and velcro. It has 3 elecrtical plugs

The jack is under the rear seat. Lift the seats as if you were going to lay them flat & there is a velcro panel in the center section of carpet that conceals the jack.
