In most model years, the high pressure oil pump is located under the intake manifold. Therefore, the first step is removing the intake manifold in order to access the pump. Undo the cover bolts and remove the high pressure oil pump, remove and discard all gaskets, seals and O rings. Replace the lower O ring seal, then the high pressure oil pump and bolts. Install the main oil pressure pump O ring seal, then the discharge pipe and bolts. Tighten all bolts to factory specifications. Install a new D ring seal on the discharge pipe and a new gasket on the oil pressure pump cover. Then replace the pressure pump cover and bolts.

What steps are needed to change a high pressure oil pump ona 03 6.0
Did you remove oil sending unit and install a oil pressure gauge in it's place and read it so you can rule out the gauge in the dash and sending unit ? If not, then do it. Then if you don't have oil pressure. Remove the oil pan and check the oil pump pick-up screen to see if it is stoped up, if it is replace oil pump and screen. If it's not then replace oil pump and screen anyway.
