Try 1 oz. of bleach to a pint of water. Soft scrub brush in a circular motion to get into the grooves. May need to repeat cleaning a second time to kill the algae or mould. However if it an exterior slate you must seal it as it will always get moulds, mosses and algae.
Do not attempt to add a higher concentration of bleach as it may discolour the slate.
I am not sure this will remove the algae, but after trying several products to keep the algae from accumulating in my outside fountains, I put shock that is used to clean the pool. It really kept the water clean and free of algae. Of course, you would take precautions if you have pets to insure they do not drink from them. You could try this on your concrete.

If the substance you are refering to is algae and the scenery is moveable you can simply remove the algae covered items and scrub them in clean water. If you are refering to an algae slime on the substrate then you can remove it simply by syphoning it into a container for disposal. If the algae is on plants then having a few algae eating fish species like plecostomus or mollys in there will help keep it under control. Excess algae is usually caused by too much light for too long.
