Iron on decals are meant to be permanent. The best you can do is cover it with a larger picture or piece of fabric.
It might come off if you take a plain piece of paper. Lay the item on the paper with the decal face down on the paper. Then take a hot iron and just work at it. The decal should stay on the paper.
Iron on decals are not designed to be removable. The only way I know of to remove them is to cover with a cloth, and iron with a hot iron. You have to hope most of it will stick to the cloth. There will always be little pieces left behind. You can repeat the process as often as necessary, but I don't think it will all come off.
Here are some methods:
1. Dip a cotton swab or edge of a cloth into some rubbing alcohol. Rub it on the back of the shirt right behind the iron-on letter. Wait about 10 seconds and then try to peel of the letter. Repeat if necessary.
2. Use a lint brush or a wire brush to scrub the last pieces off of the shirt. Brush smooth and gently until the pieces come off. The pieces should start to come off in little balls.
3. Wash the shirt in hot water and scrub with hands or wire brush. any remaining glue should come off of the shirt.
4.Use the iron method if none of the other methods work. Wet the shirt and put it face up with a piece of parchment on top. Put your iron on the cotton setting and rub over the parchment. Peel off the parchment. It should have the transfer on it.
5.If there are still little bits of the letter on there, then repeat step four or use steps 1-3.

Try a solvent like white spirit. But ensure that you clean all traces of this off. And do not plug the iron in until you are sure it is free of any substance.

This will depend on what kind of decals. The decals made by the Lego group is quite easy yo remove and you can do that with your nails. But custom decals are tricky. Most of the time they are perm, so you will have to get a scraping tool to get it off, therefore, damaging your Lego. That's why custom decals are discouraged by traditionalist.
