Remove the dash and remove the instrument cluster, the lights are in the back of the cluster.

There are several bulbs for dash illumination. They are attached to the backside of the dash cluster. The best way to access the bulbs would be to remove the dash cluster.
Behind the instrument Cluster. Or remove it and replace the Cluster.
I had mine fixed by mrwizzard.com I had to remove it and send it in. cost was about 100 dollars in 2003 for 1991 trofeo dash cluster.
The gauge cluster is mounted from behind the dash with three bolts. You have to reach in behind there and remove the three nuts with a small wrench. Once you remove the nuts, the gauge cluster itself will push back through the dash. From there, you can remove the speedo itself from the cluster. The speedometer only has 3 small screws keeping it mounted to the gauge cluster.
You take the screws out of the dash and remove the dash. Be careful or you will break it. After you get it off, you will have to disconnect like 3 wires to get it off, there are screws on the instrument cluster. You remove those and it pops right out. Mine went out in my trailblazer.

To reset the dash cluster in a '96 Pontiac Grand Am remove both battery cables for 30 seconds. Wait for the theft lock icon to disappear then turn the car back on. The dash cluster should reset.
