I think you are referring to the odor that front loading washers seem to get and then make clothes smell.
You can run the machine on the shortest cycle with about 1/4 cup bleach added at the beginning or I believe Lever Brothers are making a solution to stop the smell but sorry, I don't know what its called.

The piping has soap scum build up along with other debris like lint and then bacteria starts growing cause the odor .To properly clean the lines one should water Jet NOT snake the lines to restore full flow and remove the deposits
That musty smell could be coming from mold in the carpet and or it's padding, as basements tend to be damp. You could have the carpet cleaned professionally or clean it yourself with a good carpet cleaner. If this is unsuccessful it may be necessary to replace the carpet padding or both the carpet and it's padding.
