I'm not sure about the job you are doing, but I would try a product like Goof Off that removes glue, ink, paint, and so on. I may also try a good scraper to take some of it off and then Goof Off or Goo Gone. Home centers sell it for less than $5.
It does depend. Because some ail polish removers will remove the paint depending on the paint used on the wall. But I've used a small amount of comet n a scrubby spung, by lightly wipping, or using a spic n span SOS pad does wonder wth hair dye on skin, as well as nail polish on wood flooring and walls as well as pretty much anything. Goo gone works awesome for everything too.

Epoxy is one of the most chemical resistant resin systems. so as for part B of your question I would say yes it is possible to remove it from an Epoxy floor. As for liquid nails itself, it is a latex based material so a rag soaked with nail varnish remover placed over the area where the Liquid Nails is then covered with a can or something to retard the solvent evaporation, and kept moist should start to soften back the latex resin making it possible to peel up. For the part about it affecting the paint , well this would depend on the type of resin system used in the paint. If it is an Alkyd based paint then yes it will soften and wrinkle the coating. If it is a 2 pack epoxy paint (as are sometimes used for floor coatings) then it should not affect the coating. But as there are many resin systems used in the manufacture of paints, I would go into it expecting the floor coating to peel. Another method would be to remove the Liquid Nails simply by chiseling it off with a sharp woodworking chisel, taking thin shavings off until you get down to floor level and then painting over the affected area.
Use a foam 100mm roller to apply paint. The go over with a good quality paint brush. the idea is to apply the paint evenly .
the cabinets were not properly prepared prior to the first painting. The paint can be "stripped" off using a commercial paint stripper or your best bet is to sand the paint and cabinets down as this will need to be accomplished anyway for any furute paint to adhere properly

Shake the nail polish bottle (while its closed) and then paint the nails. Paint 2 coats. 4. Wait for your nails to dry. 5. The artificial nails are put over your real nails. your real nails will keep on growing the artificial nails will not grow.

There is a product called hot foot that applies like silicone. Their little feet don't like it, but will wear off over time. A better bet would be get the cheap plastic spikes and glue them on with liquid nails.
Okay, if I were you, I would paint two layers of hot pink on his finger nails and toe nails. Then, I would go over them with sparkly nail polish, and hide the remover. And while your painting his nails (I'm guessing its for a prank) you should put makeup on him. Like, the whole package. Lipstick, lip gloss, blush, mascara, ect. And do it WELL. Make sure it's the water proof kind too. XD
Well the best way to paint depends on its condition now. You should use 100% acrylic exterior paint over the primer. For best results you should paint it twice.

yes you can. but it wont bond too great.... especially if the rustoleum is really thick. To help the paint to bond to it, sand it fairly well wit sand pads/paper or with liquid sander, or both..., or just use oil paint.
