There is no best material to use to make sheer draperies. It is a matter of taste. I personally like to use a fine silk.

Matt paint is also known as flat paint and silk is also known as satin or egg shell. When you mix equal parts of silk with matt the slight amount of sheen in the silk is obliterated and the batch becomes matt.

I am not sure that you can.... Please tell us more about the painting. (sorry) What IS a silk painting? Is it a painting ON silk? Do you know what type of paint was used to create it? Is the surface pourus? What type of paint splashed on it? How long ago? How much (area in square inches??)
