From what Ive read I understand that its not a cap. It is the back of the mirror on the new models. Mines a 2008 and mine are painted red and I would love nothing more than to remove it and it be the black plastic behind it, But in my case its not.

You start by taking off the cover and insulation on the inside of the truck directly inside the mirror. It snaps on so gently pry it off with a screwdriver. Inside you will see four nuts that need to be unscrewed. Gently loosen them, to the left, and tap the mirror gently and the whole assembly will pop off. If you just want to remove the mirror you have to gently pry it off using a screwdriver.
