Only supervisors cam remove flags. Questions or answers can be flagged for a variety of reasons - usually because something needs improving - or the question/answer could be offensive. for this reason - 'ordinary' users don't have the authority to remove flags from questions or answers.
Indeed you can. If you want to edit or remove flags, go to your Site tools, and there should be something marked "Flagged questions". Click that, and you will be directed to all the flag questions, where you can remove, edit, or add flags onto questions and/or answers.

There are really only two reasons people remove answers from this site. Some of the people who do this are vandals. They either don't like what is on the page, or they just want to disrupt the site. The other reason answers are blanked is because they are inappropriate or otherwise break the rules.
