Tourans have changed from year to year relating to the removal of the tail lights, either for access to change bulbs or even for repairs. Look for a small hole located on the top side or inner tailgate side, in the tool kit you will find a small tool, one end has a hook, the other a loop. This tool is inserted in to the hole which then releases the complete tail light cluster.
Some later models have a trim that covers up some mounting bolts that retain the tail light cluster.
Best advise is to refer to the owners booklet supplied with the car.
