Removing Security Master AV is easy if accurate and proper tools are used to do so. But the point which is making the rogue antispyware removal tougher is the functionalities with which this fake program is equipped with that resists all the attempts made to eliminate this program from PC. But still there are ways which can easily remove this fake tool from PC and that is by using manual method and by using automatic method. In manual method some files and registry entries need to be deleted from the system and if it does not resolve the issue then using third party antispyware removal tool will certainly help user to get rid of Security Master AV from PC completely.
I had this scam and did this: rebooted computer hit F8 just after reboot for safe mode with networking option stopped processes SM8d7c.exe, ANTIGEN.exe, std.exe, SM345d.exe (these are security master av's) downloaded anti-spyware and run a full system scan with it. Now I think my PC is clean because all the pop-up ads are gone.

Of course having two programs installed and running will slow your computer down, but some people like the security of having two. Another issue is that one of the AV programs will think the other is a virus and try to remove it, it may result in a computer lock-up. Generally it is not reccomended to have two
The security policy anything really, whatever your admin enforces. Everything from what programs you are allowed to what wallpaper you have can be controlled through GPO's. Usually you will find the common one are that every computer has to get updates, every computer has to have an AV etc...
