We have a Purell dispenser in my classroom. We have found that this alcohol based hand sanitizer will remove Sharpie permanent marker from desk tops. This might not work on fabric, but it is worth a try.
VERIFICATION: I know from long experience that alcohol - particularly denatured alcohol (hardware store) will remove permanent marker from clothing, though it may take a couple of applications.
From my studies i have found out that milk is a solvent for ink ,I therefore, can conclude that milk can be used to remove ink stain.

For any Sharpie stains, there are a number of basic products you can try, but results can be inconsistent. If you're willing to make a specific purchase, the most likely product to work is called Amodex Ink and Stain Remover, which is specifically referenced on Sharpie's FAQ page. To use the product, just remember to apply it before trying anything else, and you're almost certain to remove the marker stain. For tougher stains, you can use your fingernail or a brush to help lift the dye from the fabric into the stain remover. The larger the stain, or the darker the ink was applied, the more you can expect to work it. Let the stain soak a bit in the stain remover, use your brush a little more, and use additional applications if the ink doesn't completely come out on the first attempt. While it's best to not use anything else on the stain first (because that can "set" the stain), the Amodex still has a strong chance to work, and if it doesn't, you likely will be unable to remove the stain with anything. Just keep in mind that you can always try a little more, and there is always a chance the stain will come out with enough work.

Ink stain removal depends largely on the type of surface it is on. If there is ink stain on clothing, it is best to dilute it out with rubbing alcohol while the stain is fresh. For deeper stains, a stronger product such as oxiclean will need to be used.
Laundry detergent doesn't remove Sharpie because Sharpie is water-resistant and most detergents are made and are used in water, so it would only make the ink fade. To get Sharpie out of clothes or something I would suggest rubbing alcohol.

Soak the stain with rubbing alcohol and blot with a clean dry cloth. Once most of the ink is gone spray the remaining stain with a liberal amount of pre-treater and launder as normal. That should take care of it.

wash the entire garment, by hand, in brake fluid, brushing ink stain to remove ink completely. Then wash in brake fluid cleaner. Then wash normally.
You should try the Tide stain removing pen. It has worked for many things for myself. If that doesn't work you should try dabbing it with nail polish remover. Nail polish remover can remove sharpie and ink from many substances, including my walls !!!!
