There is permanent and non-permanent ink. Do not use hot water as it will set the stain making it much harder to remove.
First try to remove it with cold water. Try to get only the stained part of the shirt wet or the water will help the stain to spread. Repeated rinsing may gradually remove most of the stain. If that doesn't work and it is a white shirt, try using regular bleach in tiny amounts on the stain. That may also help.
You can buy various stain removal product in stores that can help get rid of the stain but you have to read the label ad follow instructions carefully.
You can also try a dry cleaning store. Many competent dry cleaning stores also have experience removing stains
