To remove the tail lights from a 1991 Toyota Supra, first, open the trunk and locate the access panels behind the tail lights. Remove the screws or bolts securing the tail light assembly, typically found on the inside of the trunk. In the back should be tail lights which always come on when the headlights or parking lights are on, and stoplights which come on whenever the brakes are pressed. The stoplights should be brighter than the tail lights, but they should be separate.
It is the same fuse that controls the tail lights. It is at the top of the fuse box 2nd from the left. 15amp fuse.
Tail lights are replaced by removing the entire rear plasic cover to the back hatch.

Remove the 2 trim plates on either side, then remove the 2 7mm screws...then pull the cover towards you and you can access the bulbs

Most likely the headlight switch on the column, all the light circuits run through the switch, the switch has contacts in it that seem to wear out over time.
seems like your ground wire on the driver side under your tail lights has shorted, restrip it and try again
